Uttar Pradesh Free Boring Scheme is being operated for the small and marginal farmers of the state since 1985. Uttar Pradesh Free Boring Yojana is the flagship program of the Irrigation Department. Under the scheme, the grant is given on taking a loan for the purchase of pump sets.

Benefits & Feature of Uttar Pradesh Free Boring Yojana

• The new Uttar Pradesh Free Boring Project is a type of relief scheme for the state farmers under which they will get the benefit of availing of boring facilities free of cost at the farmlands.
• The benefit of this Uttar Pradesh Nishulk Boring Program will be provided to the general category of small and marginal farmers only if they have a minimum holding limit of 0.2 hectares.
• The benefit of this scheme will not be provided to the general category farmers having less than 0.2 hectares of land.
• If the farmers have less than 0.2 hectares of land, then the benefit of this scheme can be obtained by forming a group by the farmer.
• No minimum holding limit has been fixed for small and marginal farmers belonging to Scheduled Castes and Scheduled Tribes.
• In other words, it will be useful for the state farmers who are facing water-related problems for their farmland irrigation.
• The state government has also requested that each farmer who gets the benefit of this scheme will have to plant at least 25 saplings in his farmland nearby to the bore well. This move will help in the preservation of the groundwater.

• One of the main eligibility criteria is that the farmer has to be a native citizen of Uttar Pradesh.
• He should only belong to the marginal and small-scale sectors.
• The applicant should be a farmer.
• The benefit of the Uttar Pradesh Free Boring Yojana can be availed only if the farmer has not availed the benefit of any other irrigation scheme.
• The general category farmer should have a land holding of only 0.2 hectares to take the benefit of the scheme while SC and ST category farmers do not have any set limits to take the benefit.

Preferences in Selection for Uttar Pradesh Free Boring Scheme

• Where tube wells are being installed, there should be cultivation.
• Where it is possible to irrigate about 3 hectares of pure cultivable land from the proposed tube well.
• Work will not be done in critical development blocks.
• Under the Samagra Gram Vikas Yojana and Naxal-affected Samagra Vikas Yojana, work will be done on a priority basis in the selected villages.

The grant allowed under Uttar Pradesh Free Boring Yojana

Grant for small and marginal farmers of general caste

In this scheme, the maximum limit of subsidy on boring for small and marginal farmers of the general category is fixed at Rs.5000.00 and Rs.7000.00 respectively. The holding limit for general beneficiaries is fixed at 0.2 hectares. It is not mandatory to install a pump set on the boring of general category farmers, but a maximum grant of Rs. 4500.00 to small farmers and Rs. 6000.00 to marginal farmers is permissible on setting up a pump set.

Grant for SC/ST Farmers

For SC/ST beneficiaries, the maximum limit of the grant on boring is fixed at Rs.10000.00. There is no restriction of minimum holding limit and no compulsion to install pumps. The additional facility of providing material like a reflex valve, delivery pipe, bend, etc. is also available within the limit of Rs. 10000.00 if the amount is remaining from boring. A maximum grant of Rs. 9000.00 is admissible for installing a pump set.

Grant for HDPE Pipes

From the year 2012-13, with a view to prevent wastage of water and increase the efficiency of irrigation, 25 percent of the beneficiaries of the total target should be allowed a grant of 50 percent of the cost, a maximum of Rs. 3000.00, for setting up 90mm size HDPE pipe of minimum 30m to maximum 60m. Provision has been made to leave. In view of the demand of the farmers, permission has also been given for the installation of an HDPE pipe of 110 mm size with effect from Mandate No.-955/62-2-2012 dated March 22, 2016.

Grant for the purchase of pump set

Under the free boring scheme, the loan limit for pump sets of various horsepower has been fixed by NABARD, under which a loan facility is available for the purchase of pump sets through banks. There is also a system to purchase cash pump sets from district-wise registered pump set dealers. Grant is admissible on purchasing ISI Mark Pumpset by adopting either of the two options.
