WB Student Credit Card Scheme 2024
Under the visionary leadership of Mamata Banerjee, the Honorable Chief Minister of West Bengal, the West Bengal Government introduced the Student Credit Card Scheme ( পশ্চিমবঙ্গ স্টুডেন্ট ক্রেডিট কার্ড প্রকল্প ) for state students to permit them to complete an education without financial constraints. WB Student Credit Card Scheme aims to support Bengal students undertaking secondary and secondary madrassas, bachelor and postgraduate studies including vocational qualifications and other equivalent courses in schools, madrassas, colleges, universities and other affiliated institutes within and outside India. Students studying in different coaching institutions and taking various competitive exams such as engineering, medicine and law, IAS, IPS and WBCS will be eligible for loan under the West Bengal Student Credit Card Scheme.
State students can get a maximum collateral security free loan of Rs.10 lakh. The repayment period is 15 years for credit card loan, including moratorium and repayment leave. The age limit for interested students is forty years at the time of applying for the loan. The student applying for a loan under the WB Student Credit Card Scheme must be an Indian citizen and have been living for the past 10 years in West Bengal State. The student’s self-declaration must be attached to the application form in order to be accepted.

WB Student Credit Card Scheme Benefits & Feature
- Up to 20% of the total loan sanctioned can be used as living expenses
- There will be a spending limit of up to 30% of the total loan approved for non-institutional expenditure including the entire lifetime of the study.
- Amount of loan to meet the expenses for course fee including tuition fee and any other amount payable to the Institution will be remitted directly to the bank account of the concerned institution.
- The unconstitutional total cost, including the cost of living, will be remitted to the registered bank account of the student.
- The minimum eligibility for application under the WB Student Credit Card Yojana is to pass Class IX from any recognized board active in West Bengal. The applying student is also to be enrolled in Class X or for 10+2 or higher education in any course in any recognized Higher Education Institution

Current Progress of West Bengal SCC Scheme
- The West Bengal government has so far received over 26,000 applications for the WB Student Credit Card Yojana, a senior official said.
- Over 26,000 applications were submitted after launch. Nearly 6,059 students are from West Bengal but are studying outside the State. Around 16,800 applicants are males, and 9,700 are females
- On 25 May 2021, the West Bengal Cabinet approved the West Bengal Student Credit Card and directed the concerned Ministries to formulate rules and guidelines for its implementation. A scheme for eligible students has been launched on 30 June 2021.
WB Student Credit Card Scheme Eligibility Criteria
- Student Credit Card/loan cannot be applied for future courses. Admission receipt is to be uploaded while applying.
- The students cannot apply for credit card loan considering their course fee of the regular institute as well as the coaching institute fee clubbed.
- The loan cannot be applied for the course fees or admission fees etc which have already been paid to the institution. Fees to be paid in future for the running course only is to be mentioned. There is no reimbursement system in this WB Student Credit Card Scheme.
- Education loan will be given only to students above class 10.
- The loan can be utilized for meeting the cost of the following items:
a) Cost of purchasing books/ Computer/ Lap-top/Tablet/ equipments etc.
b) Fees required for accommodation in hostel or rent/ license fees payable for living outside the hostel or fees required for living as a Paying Guest.
c) Course fees payable to the School/College/University / Professional Institutes/ coaching institute where the student is enrolled for appearing in the entrance examination for admission in medical/engineering/law courses or for appearing in UPSC/PSC/SSC etc. This
will include tuition fees, fees payable for caution deposit/ building fund /refundable
deposit/examination/library/laboratory fees to be supported by Institution’s bills/ receipts.
d) Any other expense required to complete the course such as study tours, project works, thesis, etc. - Students studying outside India are also eligible to apply for the SCC scheme.
- There are no marks percentage criteria for applying in the scheme.
- There is no income ceiling for candidates to apply in the SCC scheme.
- The applying student should not be aged more than forty years at the time of applying for a loan.
- Students can apply anytime during the tenure of the course.
- The repayment period shall be 15 years’ for any loan availed under this Credit Card Scheme including the Moratorium/ Repayment Holiday from the date of disbursement of the first installment of the loan.
- There shall be 4% simple rate of interest per annum. There shall be an interest concession 1% to the borrower if the interest is fully serviced during the study period.
- This SSC scheme is applicable only for students whose families are residents of West Bengal at least for the last 10 years at the time of application.
- There are no security requirements, and The State Government will agree with the banks separately in this regard.
