Article 320 of the Indian Constitution provides that it falls within the competence of the State Commission on the Civil Service to make appointments to the civil service and public office, but there is a reservation that empowers the state government to enact regulations to specify matters of particular classes and cases in special circumstances where it is not necessary to consult the State Commission on the Civil Service. Another condition is that when the state government makes arrangements for a post, it is not necessary to consult the state commission. The latest changes were made in this Communication.
