Eligibility Criteria
1. General Manager (HR & Admin)
Candidates must possess a Master’s Degree or postgraduate qualification in Business Administration with specialization in HRM or equivalent. A minimum of 15 years of relevant experience in HRM, personnel management, or office administration is required. Candidates with experience working on externally aided projects will be preferred. There is no age restriction for deserving candidates.
2. General Manager (Urban Reforms)
Applicants should hold a Master of Business Administration (MBA) in IT or Marketing from a recognized university. Strong analytical skills, excellent documentation, communication, and stakeholder management capabilities are essential. Candidates should have a good understanding of enterprise IT systems, cybersecurity, cloud computing, and digital platforms, especially their implementation in the public sector. Degrees or diplomas in Public Policy, Public Administration, or Urban Planning are preferred. Project management certifications such as PMP, PMI-ACP, Prince2, or equivalents are advantageous. Candidates must have at least 15 years of experience in urban governance, public sector reform, or project management, with a minimum of 5 years leading large technology or reform projects crossing multidisciplinary teams. Experience in urban development projects at state or national levels is preferred. No age limit is specified for deserving candidates.
3. Deputy General Manager (Procurement)
Candidates should have a first-class Civil Engineering degree or relevant field along with advanced certification in Public Procurement (such as PDPP) or equivalent. Additionally, candidates should possess MOOC certification in Public Procurement issued by the Finance Department, Government of Assam. A minimum of 8 years of experience in public procurement, particularly in projects funded by Multilateral Development Banks (MDBs), is required. Experience in EAP procurements and government procurement processes is preferred. There is no age restriction for suitable candidates.
